CODE OF CONDUCT - a new Members Code of Conduct which will take effect from 1st April 2016 was adopted by the Buckley Town Council at its meeting held on Tuesday 22nd March 2016. FREEDOM OF INFORMATION ACT - NEW MODEL PUBLICATION SCHEME -Buckley Town Council officially adopted the New Model Publication Scheme in relation to the Freedom of Information Act at its meeting held on Tuesday 9th December 2008. The new procedure comes into force on 1st January 2009. The New Model Publication Scheme requires certain information to be made available to the public. The information is split into different classes, most of which is already available on this Website. However, the information available may be viewed at the Town Council Offices, Monday to Friday 9am to 12pm. If you require a hard copy of any of the information a charge of 5p per sheet will be made in relation to this. The classes of information that can be obtained either from this Website and/or the Town Council Offices include:-
Class 1 - Who we are and what we do - this provides information on the organisation itself, the structures, locations and contacts.
Class 2 - What we spend and how we spend it - this provides financial information both actual and projected, audits and annual returns. Documents available for perusal include; Annual Return and Report by Auditor, approved Budget, Precept, Financial Standing Orders and Regulations, Grants given and received and other relevant financial information.
Class 3 - What are our priorities and what we are doing - this includes strategies, plans, audits, inspections and reviews.
Class 4 - How we make decisions - this includes timetabling of meetings, agendas of meetings, minutes of meetings, reports presented to Council meetings (excluding specifically confidential reports), responses to consultation papers and responses to planning applications.
Class 5 - Our Policies and Procedures - this includes written protocols, policies and procedures for delivering our service and responsibilities. Examples of policy and procedure documents include; Standing Orders, Code of Conduct, Risk Assessments and Financial Strategy. Policies and procedures for the provision of services and about the employment of staff, will include the above as well as health and safety policy, recruitment policies and complaints procedures.
Class 6 - Lists and Registers - this includes Asset Register, Register of Declaration of Members' Interests, Accident Book and any other available Register or List.
Class 7 - The Services we Offer - this includes support of burial grounds, community facilities, seating, clocks, memorials, bus shelters, public conveniences, the annual Fun Day, annual firework display, agency agreements with Flintshire County Council and North Wales Police, the annual Christmas illuminations, support for the Buckley Jubilee and grants and donations available to local charitable organisations.
